Request for Expressions of Interest in
Wave 2 of the Executive Program to Promote Public Private Partnership (PPP) in Schools Infrastructure Development

Tatweer Buildings Company (“TBC”), on behalf of MOE and the Executive Program Committee, is pleased to invite expressions of interest (“EOI”) to participate in a competitive tender process with respect to the design, finance, build, commissioning, and maintenance of sixty (60) schools located in Madinah, Kingdom of Saudi Arabia (the “Project”).

This EOI forms part of a tender procedure that will be followed throughout the procurement process. The process also includes a Request for Qualification (“RFQ”). Upon receipt of expression of interest, TBC will run a prequalification process in which to prequalify developers and/or consortiums to bid for the Project and in turn receive a Request for Proposal (“RFP”). TBC seeks to select a developer or developers forming a consortium to design, finance, build and maintain public school buildings in Madinah. The sites will also include, where appropriate, multipurpose halls and sport fields in line with the educational objectives and strategy of the Kingdom of Saudi Arabia.

The project company to be incorporated to develop the Project will receive payments based on school availability and performance under a long-term concession agreement with MOE and TBC.

EOI Submission

Interested parties should express their interest to participate in the procurement process by no later than 12:00 PM (KSA) on 30 January 2020

To finalize submission, provide the following:
• an official letter in PDF format Expressing interest to participate in the project.
• Name of the interested party
• Name and contact details (postal address, telephone number, and e-mail address) for the appropriate point of contact (the “Point of Contact”) to whom all future correspondence will be sent
• Brief description about the relevant experience
• Confirmation that the interested party intends to act as the sole developer or lead developer as part of a consortium
• Where the interested party is considering potential consortium partners, an indication of such intention and details of potential consortium partners (to the extent it is known). The interested party should state clearly the role of the consortium members detailing the scope they would intend to deliver, for example, such as design services, construction and facilities management services and 3rd party revenue generating services

What is Next?

Following submission of the EOI, a confidentiality undertaking may be issued to each Point of Contact to be signed by Point of Contact on its own behalf and, in the case of a consortium, on behalf of consortium members. Parties wishing to participate as a sole or lead developer within a consortium who return executed versions of the confidentiality undertaking may then receive the RFQ, which TBC expects to issue in. The prequalification should only be submitted by a developer seeking qualification as a sole developer or lead developer within a consortium. The RFQ will include further information, including a description of the Project, experience and capability requirements, an outline of the tender process, and evaluation criteria for pre-qualification of interested parties.
