Privatization of Ras Al-Khair Integrated Desalination and Power Plant

The Saline Water Conversion Corporation (“SWCC”) is pleased to invite non-binding expression of interest (“EOI”) for the potential privatization (the “Privatization”) of Ras Al Khair integrated desalination and power plant (“RAK”). RAK has been selected as the first asset for privatization as part of the larger privatization of SWCC’s production assets, which is overseen by the Privatization Supervisory Committee for the water sector of Saudi Arabia.

RAK is an operating asset with 1.05m m3/d of water and 2.65 GW of power capacity. A majority sale is envisaged with the proposed contractual structure in-line with market standard IWPP/IWP framework in KSA. The incoming investor will also have the option to take-over O&M of the plant.

EOI Submission

Interested parties should express their interest to participate in the procurement process by no later than 15:00 KSA time on 25/06/2020

Interested parties should:

  1. Deliver their EOI in hard copies to:

The EOI should specify at a minimum:
  • Name of the interested party and its short profile
  • Name and contact details (postal address, telephone number, and e-mail address) for the appropriate point of contact (the “Point of Contact”) to whom all future correspondence in relation to the Privatization will be sent
  • Confirmation that the interested party intends to act as the consortium lead
  • Where the interested party is considering potential consortium partners, an indication of such intention and details of potential consortium partners (to the extent it is known). The interested party should clearly state the role of the consortium members

What is Next?

Following submission of the EOI, a confidentiality undertaking will be issued to each Point of Contact. Parties wishing to participate as sole or managing member who return executed versions of the confidentiality undertaking may then receive a request for qualification (“RFQ”) document. The RFQ will include further information, including a description of RAK, an outline of the tender process and evaluation criteria for qualification of interested parties. Short-listed parties will then receive access to the request for proposal (“RFP”).
